Technical Leader – Nuclear Safety Engineering (Remote Eligible, U.S.)

Job Description Summary

The Technical Leader of Nuclear Safety Engineering will be responsible for leading development of Integrated Safety Analysis (ISA) required to license, construct, and operate nuclear fuel cycle facilities per 10 CFR 70 requirements. This position will lead a technical team of engineers and safety specialists in developing the required technical safety basis documentation in accordance with Nuclear Regulatory Commission (NRC) requirements. It will coordinate ISA activities supporting nuclear fuel cycle projects throughout process design, construction, and equipment installation for facilities located on the GEH nuclear site in Wilmington NC.

Job Description

Essential Responsibilities

• Ensure the ISA process is conducted in compliance with SNM-1097 license commitments and applicable NRC regulatory requirements.
• Lead a cross-functional team of Operations, Engineering and Safety staff in performing the Process Hazard Analysis (PHA) for proposed nuclear fuel cycle processes and equipment.
• Interface with Safety Program Managers, Project Managers, and Project Engineers to coordinate work planning, scheduling, and technical support of project deliverables.
• Communicate/collaborate with a cross-functional team to ensure project deliverables related to safety analysis and licensing are completed on schedule.
• Work with Manufacturing Engineering staff on development of the process safety information required to perform the ISA and supporting safety evaluations.
• Author and/or direct development of Quantitative Risk Assessments (QRA) required to document the overall likelihood of accident sequences identified in the PHA.
• Perform technical verifications of ISA safety basis documentation such as PHA, QRA, and consequence severity calculations.
• Work within a team environment to personally perform, and mentor other engineers in performing, technical safety evaluations that support the ISA (e.g., nuclear criticality safety evaluations).
• Oversee development the ISA Summary required to support a license amendment request.
• Review and approve design changes and ensure the impacts to the ISA and identified IROFS are addressed throughout the licensing and facility construction process.
• Ensure that IROFS are designed and constructed to perform their intended safety function, and management measures are implemented to ensure they remain available and reliable.
• Participate in meetings with the NRC, develop responses to NRC Requests for Additional Information, and support operational readiness reviews.
• Serve as a backup for the SNM-1097 role of ISA Program Manager during absences (as needed).
• Participate as a member of site Emergency Organization.

Required Qualifications

• Bachelor’s degree in Science or Engineering.
• 8-years of experience a technical environment (e.g., Engineering, Manufacturing, Operations).
• 4-years of experience in Nuclear Safety at an NRC licensed fuel cycle facility or DOE regulated nuclear materials facility.

Eligibility Requirements

• For Controlled Access Area: must be able to successfully pass a Nuclear Safety Training Test; follow strict radiation protection, criticality, and industrial safety regulations; wear protective clothing to enter the area.
• Ability to walk up and down stairs.
• Must be 18 years or older and have legal authorization to work in the United States.
• The preferred work location for this role is at the GEH Headquarters in Wilmington, NC; but highly qualified (US based) remote candidates will be considered.

Desired Characteristics

• Bachelor’s or advanced degree (MS or Ph.D.) in Nuclear Engineering.
• Experience in applying NRC required ISA methodologies and hazard assessment techniques.
• Trained and qualified as a PHA Facilitator.
• Knowledgeable of the fundamentals of risk assessment, including event tree analysis for quantitative likelihood determination.
• Experience performing safety analysis that support the ISA such as radiological or chemical consequence assessment, nuclear criticality safety evaluations, and quantitative risk assessments.
• Regulatory affairs experience in enrichment or fuel fabrication facilities (SNM license).
• Ability to develop creative solutions for complex, challenging issues.
• Ability to work effectively within a highly collaborative environment.
• Clear thinker, detail oriented, insightful, and a results-oriented analyst/leader
• Proven track record of delivering commitments on specification, on budget, and on schedule.
• Ability to explain complex issues to a non-technical audience.

The base pay range for this position is 112k – 160k. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set. This position is also eligible for bonuses, such as a performance bonus/variable incentive compensation/equity. This position is expected to close on 8/30/24.

The company pays a geographic differential of 110%, 120%, or 130% of salary in certain areas.
