Le Département de droit international public et organisation internationale met au concours un poste de post-doctorant-e en droit international public.

Il s’agit d’un poste de chercheur-se au sein du projet ’ Prévenir et combattre le terrorisme et l’extrémisme violent ’. Le projet, financé par le Fonds national suisse pour la recherche scientifique (FNS), a été lancé en 2019 pour une période initiale de quatre ans avant d’être renouvelé pour la période 2023-2024. Le projet est mené sous la supervision de la Professeure Gloria Gaggioli et comprend actuellement 2 chercheurs post-doc (maîtrisant, respectivement, le droit international public et les sciences sociales) et une auxiliaire de recherche.

Le/la post-doctorant-e sera en charge de questions relatives aux droits humains/droit humanitaire et contre-terrorisme. Plus précisément, il ou elle aura les responsabilités suivantes :

• Rédaction d’articles disciplinaires et interdisciplinaires de haut niveau et d’autres publications académiques en collaboration avec les autres membres de l’équipe du projet.
• Recherche appliquée et rédaction de lignes directrices à l’attention de décideurs politiques incorporant l’analyse de l’efficacité des mesures de lutte contre le terrorisme et de la conformité aux droits humains.
• Conduites d’autres recherches juridiques sur des questions touchant au droit international public, surtout le droit international des droits humains dans le contexte de la lutte contre le terrorisme.
• Participation à des réunions internes et externes, y compris des tables rondes d’experts et conférences, et préparation du contenu scientifique de ces conférences.
• Préparation du contenu scientifique de bases de données internes, sites Web, rapports annuels, etc.
• Promotion de la recherche accomplie dans le cadre du projet.
• Accomplissement de tâches administratives à la demande de la responsable de la recherche.

• Doctorat en droit ou en relations internationales ou encore titre jugé équivalent, obtenu durant les cinq dernières années.
• Connaissances approfondies du droit international des droits humains.
• Connaissances de l’administration publique, des politiques publiques, ou de la théorie de la décision sont un atout.
• Publications dans des journaux scientifiques de haut niveau.
• Maîtrise de l’anglais écrit et parlé exigée. Connaissance du français ou d’une autre langue est un atout.
• Expérience en recherche appliquée (’ policy research ’) est un atout.

• Une approche rigoureuse dans l’organisation du travail, l’analyse de problèmes et la rédaction de textes.
• Des aptitudes pédagogiques, en particulier la capacité à présenter des problématiques complexes de manière claire.

The Department of Public International Law and International Organisation hereby announces an opening for a postdoctoral researcher in international law.

This is a research position on the project ’Preventing and Combating Terrorism and Violent Extremism’. The project, which is financed by the Swiss National Science Foundation (SNSF), was launched in 2019 for an initial period of four years and was later additionally renewed for 2023-2024. The project is conducted under the supervision of Professor Gloria Gaggioli and currently engages 2 postdoctoral researchers (who specialise, respectively, public international law and social sciences) and a research auxiliary.

The postdoctoral researcher will be tasked with legal aspects of the project, particularly linked to human rights, international humanitarian law, and counter-terrorism. Concretely, he or she will have the following responsibilities:

• Writing high-level legal and multidisciplinary articles and other academic publications in cooperation with other members of the project team.
• Policy research and especially the production of a policy guidance focusing on the integration of the principle of effectiveness of measures combating terrorism to ensure their compliance with human rights law;
• Conduct other legal research on questions of public international law, in particular human rights law in the context of counterterrorism.
• Participation in internal and external meetings, including expert round tables and conferences, and preparation of the scientific content of these meetings and conferences.
• Preparation of the scientific content of internal databases, websites, annual reports, and so on.
• Promotion of the research produced as part of the project.
• Performance of administrative tasks as required by the head of project.

• PhD in law or in international relations or an equivalent title, obtained during the last five years.
• Specialised knowledge of international human rights law.
• Knowledge of public policy, public administration, or decision science is a plus.
• Publications in high-quality scientific journals.
• Mastery of written and spoken English is a required. Knowledge of French or another language is a plus.
• Experience in applied research (’policy research’) is a plus.

• A rigorous approach the organisation of work, problem analysis, and the writing of publications.
• A pedagogical aptitude, in particular the ability to present complex issues in a clear manner.
